Arizona Healthy Schools Act
PVSchools' top priority is the safety, well-being, and health of its students. To support better eating habits, a healthier school environment, and remain in compliance with HB2164, known as the Arizona Healthy Schools Act, starting in the 2026-27 school year, new restrictions on food items will be implemented in Paradise.
While there are many details in this new law, the most important takeaway for families is that certain food additives, often found in ultra-processed foods, will no longer be allowed in food served at school. Simply put, any food containing the following ingredients can no longer be sold or distributed on campus during the school day.
- potassium bromate
- propylparaben
- titanium dioxide
- brominated vegetable oil
- yellow dye 5 and/or 6
- blue dye 1 and/or 2
- green dye 3
- red dye 3 and/or 40
While this change affects food served in schools, it does not limit what parents and guardians can pack in their own child's lunch.
These new restrictions apply to snacks and treats brought into PVSchools campuses for student consumption or distribution (other than what has been packed by a student's parent or guardian for that specific student). PVSchools encourages families to check with school sites prior to sending snacks and treats for the classroom.
These restrictions apply in each of the schools, including in the following areas:
- Birthday celebrations;
- Classroom snacks;
- Class celebrations and parties;
- Fundraisers;
- Clubs;
- School stores and snack or beverage sales;
- And more.
PVSchools is implementing these changes alongside the existing USDA Smart Snacks regulations, to provide the healthiest environment for all students and remains in compliance with all applicable laws.
The Arizona Healthy Schools Act and USDA Smart Snacks regulations do not apply to:
- Evening activities occurring on campuses 30 minutes after the final dismissal bell
- Non-school days or events occurring off campus
- Packed lunches and snacks prepared by parents and guardians for their individual students (that are not shared with others)
- Meals and events for staff or non-students
What food is approved to be brought into schools?
Any food item that does not include the ingredients listed above and, if being sold to students, is approved through the Smart Snacks Calculator. Please contact the PVSchools Nutrition & Wellness Department for current examples of approved items. Because ingredient lists for food items can change without notice, PVSchools is unable to provide a standing list of approved items.
What food is not approved to be brought into schools?
Ultra-processed foods, including those that contain the ingredients listed above or that do not pass the Smart Snacks Calculator if they are intended to be sold to students, are not permitted. These types of foods can include some or all candy bars and chocolates, chips, cookies, soda and sports drinks, and other ultra-processed snack foods.
