PURCHASING BUYER III (formerly Senior Buyer)

 

QUALIFICATIONS:

1.        High School Diploma or GED

2.        Minimum of three years of buying and contract management experience within the Purchasing function demonstrating strong knowledge of the formal competitive processes. An Associate of Arts (AA) degree may account and be equivalent for two years of the required experience.

3.        Knowledge of Arizona State Procurement Code, USFR, Arizona School District Procurement Rules and Regulations. Broad knowledge of commodities and services related to education environment including technology, furniture and professional services.

4.        Experience with AS400, Microsoft Office Products, and Lotus Notes.

5.        Effective communication skills.

 

PREFERRED QUALIFICATIONS:

1.        College degree and/or purchasing certification (PPB, CPB, CPM and/or CPPO).

2.        Minimum of two years supervisory experience within Purchasing function.

REPORTS TO: Director of Purchasing

 

SUPERVISES: Purchasing personnel

 

ESSENTIAL JOB FUNCTIONS:

1.        Establish and maintain good rapport with students, employees, community members, and vendors.

2.        Use effective writing skills to develop complex solicitations that accurately present and describe District needs.

3.        Prepare and evaluate formal Invitation for Bids and Request for Proposals for a variety of equipment, furniture, technology and services.

4.        Work with end-users to develop accurate and fair specifications.

5.        Explain and defend procurement decisions to unsuccessful firms and ultimately assist with presenting testimony if appealed to formal hearing.

6.        Actively supervises Purchasing Department staff, assists with development of annual reviews, monitors performance.

7.        Screen and process incoming requisitions and distribute to buyers.

8.        Monitor compliance with established purchasing rules, regulations, procedures, and Governing Board policy.

9.        Assist with the development of comprehensive FF&E programs for new school openings.

10.     Assume department supervision in absence of Director of Purchasing.

11.     Perform training to end-users on various purchasing processes and procedures.

12.     Use writing skills to develop specifications, scope of works, and terms and conditions.

13.     Negotiate and manage term contract database to ensure competitive rates and timely renewals.

14.     Review buyer’s solicitation documents for accuracy and legal compliance.

15.     Leads pre and post vendor solicitation conferences to ensure understanding of requirements.

16.     Interview suppliers and research using the internet to stay informed on latest products and trends in school supply industry.

17.     Other job related duties as assigned.

 

TERMS OF EMPLOYMENT: Nine, ten, or twelve-month year. Salary and work year to be established by the Board.

 

EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board's policy on Evaluation of Support Services Personnel.
