PURCHASING BUYER II (previously Buyer)

 

QUALIFICATIONS:

  1. High School Diploma or GED
  2. Experience with Arizona Procurement Code or Arizona School District Procurement Rules and Regulations
  3. Three (3) years purchasing experience in related area
  4. Effective communication skills;
  5. Experience operating AS400, Lotus Notes and Microsoft Office products

 

PREFERRED QUALIFICATIONS:

  1. College degree  and/or professional certification (PPB, CPB, CPM or CPPO)

 

GRADE: 21

 

REPORTS TO: Director of Purchasing/Senior Buyer

 

SUPERVISES: None

 

ESSENTIAL JOB FUNCTIONS:

  1. Establish and maintain good rapport with students, employees, community members, and vendors.
  2. Use effective writings skills to develop complex solicitations that accurately present and describe District needs.
  3. Prepare Requests for Quotations, Invitations for Bids, and Requests for Proposals.
  4. Coordinate solicitation openings, evaluate solicitations, and recommend awards.
  5. Explain and defend procurement decisions to unsuccessful firms and ultimately assist with presenting testimony if appealed to formal hearing.
  6. Review and process both hard copy and electronic requisitions and determine appropriate method of procurement.
  7. Monitor compliance with established policy, procedures, and regulations.
  8. Work cooperatively with all schools, departments, students, and community organizations on purchasing related issues.
  9. Interview suppliers and stay current with product knowledge for school-related equipment, material, and supplies.
  10. Coordinate testing and evaluation of products and materials.
  11. Maintain an ethical environment with regards to expenditure of public funds.
  12. Other job-related duties as assigned.

 

TERMS OF EMPLOYMENT: Twelve-month year. Salary and work year to be established by the Board.

 

EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board's policy on Evaluation of Support Services Personnel.
